Al igual que otros distritos populares de geisha del período Edo, Kagurazaka estaba en una carretera comúnmente transitada cerca del Castillo Edo, frente al puente Ushigome sobre el foso del castillo. A principios del siglo XX, la zona era famosa por sus numerosas casas de geishas, de las cuales quedan muchas hoy en día. Posicionada entre dos universidades exclusivas, la Universidad de Waseda y la Universidad de Tokio, el distrito todavía mantiene varios restaurantes kaiseki de alta gama y una asociación de geishas.
Y conociendo el gusto japonés por todo lo francés esta zona de Tokio se ha ido convirtiendo en un "Little France". Además de zona habitual para los expats de esa nacionalidad
